Management and Program Analyst
WHAT DOES A SENIOR MANAGEMENT AND PROGRAM ANALYST DO? As a Senior Management and Program Analyst at this level, you will serve in the role of a Senior Advisor and Executive Assistant to the Operating Division Commissioner and/or Deputy Commissioner on matters and/or issues related directly to the function. You will be responsible for general management and executive direction within the program and functional areas of the Business Division Commissioner. You will be responsible for high level, cross-functional projects, often of a confidential nature. These projects may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordinating efforts and activities across organizational lines, including the Office of the Commissioner/ Deputy Commissioner, other Operating Divisions, and functional organizations. This position is under the general administrative direction of the Division Commissioner and/or the Deputy Commissioner. As a Management and Program Analyst, you will:
Plan, perform, and/or coordinate the most significant types of managerial assignments encompassing the entire program and functional areas of the Division Commissioner, often cross Division Commissioner and other agency lines. Implement the Division Commissioner's administrative and management decisions and assure accomplishment of the desired result. Negotiate on policy matters mainly involving issues with multi-organizational, functional, and operational areas and assure understanding and consideration of the Division Commissioner's policies and views. Represent the Division Commissioner in contacts with Department of the Treasury and IRS officials, representatives of other agencies and non-government organizations, and various committees and task forces as needed. When delegated authority, commit programs and functions under the purview of the Division Commissioner to a particular course of action. Independently or as a leader of an ad hoc group, undertake special studies and investigations and analyze technical, operational, and administrative problems which exist or may arise in one or more offices or programs. Provide leadership to special project activities. This includes overseeing, guiding, and coordinating project planning, development, and implementation. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes knowledge and expertise of business operating division, and/or human resource programs, and of the interrelationships among these programs to research problems and issues; knowledge of operations, organizations and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Demonstrable skill in the use and interpretation of relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Demonstrable ability to communicate orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service, and Knowledge of the Service's mission, organization, policies, practices and procedures, including broad knowledge of the program areas specific to the Business Division. - The experience may have been gained in the public sector, private sector or Volunteer Service.
