WHAT DOES A PROCUREMENT ANALYST DO? As a Procurement Analyst, you will be responsible for formulating, developing, and implementing a wide variety of guidance and controls to improve the effectiveness of IRS acquisitions. In addition to participating in detailed reviews of solicitations, contracts, and other acquisition documents or processes, you will analyze, evaluate, critique, research, initiate, conduct, prepare, report, guide, and ensure compliance with the Federal Acquisition Regulation (FAR) and other agency procedures for Office Directors, Branch Chiefs, and customers on topics related to specific or general acquisitions and policies and procedures. This includes making key decisions, developing and conducting training sessions, and being customer-service oriented with great interpersonal and self-management skills. As a Senior Procurement Analyst you will:
Responsible for the overall development and coordination of the annual Regional Advanced Procurement Plan; keeping abreast of regional activities to assure that future procurement needs are known in advance. Initiate, develop and recommend contracting policies, procedures and guidance, throughout the region. Provide regional oversight by analyzing, evaluating, reporting, advising, and promoting improvements to existing procurement/contracting methods, standards, guidelines, procedures and practices. Serve as a technical expert on al procurement actions and prepares or assists subject-matter experts in the regional offices in preparing acquisition documents Develops, organizes and conducts procurement education training for regional office personnel to familiarize them with federal and agency procurement process and internal operating procedures. Serve as the Small Business Specialist for the region, advising on small, disadvantaged, minority, women-owned, disabled veteran, historically underutilized business zones, and labor surplus programs. As such, serves as a liaison to the Small Business Administration, the small business community and the IRS Small Business Specialists. WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exception:
Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade. OR Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under bullet 2. Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the above, you must meet the requirements below:
GS-14 LEVEL:
You must have one year of specialized experience at the grade 13 level that demonstrates an in-depth and extensive knowledge of the Federal Acquisition Regulation (FAR)), Department of Treasury Acquisition Regulation (DTAR), Department of Treasury Acquisition Procedures (DTAP), Statutes, Executive Orders, OMB Directives, Internal Revenue Service Acquisition Procedures (IRSAP), IRS Procurement Policies and Procedures, and familiarity with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities. At this level you must demonstrate a mastery of procurement principles and technical or program requirements to plan, make decision/recommendations that significantly affect the content, interpretation, or development of complex, long-rang, or interrelated agency policies and programs concerning the management of procurement issues. Your experience must demonstrate expert knowledge and experience in negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique terms and conditions, subcontracting requirements and complex technical specifications. Your experience must also demonstrate skills in oral communications in presenting sensitive recommendations to senior level managers and executives, written communications sufficient to develop and implement internal management documents and correspondence pertaining to acquisition policies and procedures, and in serving as a representative on cross-functional task forces, committees or to the private sector. At this level you must demonstrate expert technical guidance and consultation on the procurement function including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities.-The experience may have been gained in the public sector, private sector or VolunteerService. You must have been at the GS-13 level for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
