WHAT IS THE OFFICE OF THE CHIER PROCUREMENT OFFICER (PC) DIVISION? The Office of the Chief Procurement Officer provides acquisition services for IRS Business Units, Treasury Bureaus, and Treasury Departmental Offices. We support the acquisition life-cycle from planning, contract award, management and closeout. Our goal is to help create agile and innovative best value contract solutions to ensure the IRS meets its mission. WHAT DOES AN OPERATIONS RESEARCH ANALYST DO? As an Operations Research Analyst you will be responsible for developing operations research studies and projects dealing with activities that affect programs and policies. In this position, you will give emphasis to developmental research, as distinct from the types of research to be performed by the functions that focus on operational problems of shorter duration. In addition, you will serve as a specialist and team leader on study teams, with responsibility for any of the major phases of a complex study of broad and varied operations or programs.As a Operations Research Analyst you will:
Lead complex studies and define problems involved, formulate overall concepts, evaluating findings and recommending solutions. Oversee the selection and application of mathematics, economics, econometrics and statistics appropriate to solving operations research problems. Conduct operation research identifying the probable causes of cost/workload variances and procedures. Ensure that project and study teams use appropriate operations research and analytical techniques. Describe and document the analyses of research studies and projects and the general sharing of information of overall staff efforts, using effective oral and written communications. Identify mathematical applications to improve existing programs; determining the types of data to be collected, formulating study methodologies, assisting functional activities in the implementation of operational segments and analyzing data. Provide technical guidance and coordinate efforts involved in carrying out various aspects of assignments, the design of samples and experiments, and design of evaluation and program monitoring techniques. Monitor, evaluate and document the results of project studies and prepare final recommendations. BASIC REQUIREMENTS:
(All grade levels)You must have a Bachelor's degree from an accredited college or university in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to the above, you must meet the requirements described below:
GS-09 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
knowledge of operations research. The assignments must have shown completion of the following, or the equivalent:
Experience utilizing basic knowledge of mathematical methods and scientific principles to accomplish studies and utilize mathematical models; Conducting research and gathering pertinent data from a wide variety of sources. OR You may substitute education for specialized experience as follows:
a master's or equivalent graduate degree in a field of study such as:
operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. ORTwo (2) full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study such as:
operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. ORYou may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.GS-11 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
ccomplishment of mathematical reasoning/statistical project assignments that required a range of knowledge of operations research requirements and techniques. For example, assignments would show a good understanding of operations research processes, procedures, and rules. Accomplishments normally involve the following, or the equivalent:
Experience utilizing knowledge of mathematical methods and scientific principles in order to accomplish studies, develop a variety of mathematical models and provide management with solutions or recommendations. Experience utilizing basic knowledge of multivariate techniques and knowledge of pertinent mathematical, simulation, economics, econometric and statistical operations research techniques. Researching and gathering data from a wide variety of sources, and use it to analyze technical projects and program areas. OR You may substitute education for specialized experience as follows:
Three (3) full years of progressively higher level graduate education leading to a Ph.D or equivalent doctoral degree in a field of study such as:
operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. ORA Ph.D. or equivalent doctoral degree in a field of study such as:
operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. ORYou may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. GS-12 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
experience that demonstrated professional knowledge of mathematical methods and scientific principles in order to accomplish complex studies, develop a variety of mathematical models and provide management with viable solutions or recommendations; Knowledge of multivariate techniques and advanced knowledge of pertinent mathematical, simulation, economics, econometric and statistical operations research techniques to use in the context of government policy decisions; General knowledge of the Internal Revenue Code, Treasury Regulations, administrative provisions, OMB, Treasury regulations and procedures, and the IRM. Your experience must include usage of ADP equipment and statistical software applications such as Statistical Analysis System (SAS), Statistical Product in Service Solution (SPSS), database and spreadsheet programs. GS- 13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
experience that demonstrated professional knowledge of mathematical methods and scientific principles in order to accomplish complex studies, develop a variety of mathematical models and provide management with viable solutions and recommendations; Knowledge of multivariate techniques and advanced knowledge of pertinent mathematical, simulation, economics, econometric and statistical operations research techniques to use in the context of government policy decisions; General knowledge of the Internal Revenue Code, Treasury Regulations, administrative provisions, OMB and Treasury regulations and procedures, and the IRM. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
