WHAT DOES A BUSINESS OPERATIONS SPECIALIST DO? Business Operating Specialists are responsible for providing technical support, advice and assistance to program staff and management on highly complex, high dollar value systems/services/equipment contracts. In this position, your work and guidance will contribute to the effectiveness of the IRS's procurement programs and Treasury-wide initiatives and provide criteria for measuring and ensuring adequate performance. They understand and monitor the customer's requirements, business plans and shifts in business strategies to assist the Procurement Office in its ongoing strategic and business planning efforts. As a Business Operating Specialist you will:
Perform assignments spanning the acquisition life cycle from the initial planning through the description of technical requirements, market research, proposal evaluation, contract monitoring, performance assessment and problem resolution. Consult with program staff to identify program needs to accomplish Treasury/IRS mission requirements. Coordinate with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules. Assists in the development of requirements analysis, independent government cost estimates and cost benefit analysis. Monitor the cost, schedule, and performance parameters of all assigned contracts. Participate in benchmark testing of proposed systems to determine conformance with technical specifications. Participate on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs. Conduct briefings and prepare comprehensive reports to keep management advised of project plans and progress and to communicate findings and recommendations. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
Experience must reflect working with expert knowledge of contracting and procurement regulations, complex technical specifications and contracting principles, including the latest policies, procedures and techniques, to design, develop and implement technical aspects of initiatives and programs; Advising all levels of management on policy guidance and strategic direction. Demonstrated ability to implement contracting terms and conditions, complex technical specifications and source selection techniques employed in evaluation technical proposals; Independently able to gather, assemble and analyze information to draw logical conclusions regarding complex technical information; Develop verbal and written communications to brief Senior Management and/or Executives regarding the status of projects.-The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.-To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.In addition to the above requirements, you must meet the following, if applicable:
You must have been at the GS-14 level for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
