BUSINESS OPERATIONS SPECIALIST

WHAT DOES A BUSINESS OPERATIONS SPECIALIST DO? Business Operating Specialists are responsible for providing technical support, advice, guidance and assistance to program staff and management on highly complex, high dollar value systems/services/equipment contracts. In this position, your work and guidance will contribute to the effectiveness of the IRS's mission and Treasury-wide initiatives and provide criteria for measuring and ensuring acceptable performance. They understand and monitor the customer's requirements, business plans and shifts in business strategies to assist the Service in its ongoing strategies and mitigate risk in the business planning efforts. As a Business Operations Specialist you will:
Perform assignments spanning the acquisition life cycle from the initial planning stages through the development of technical requirements, market research, proposal evaluation, contract administration, performance assessment and problem resolution. Consult with program staff to identify program needs to accomplish Treasury/IRS mission requirements. Coordinate with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules. Assists in the development of requirements analysis/document, independent government cost estimates and cost benefit analysis. Monitor the cost, schedule, and performance parameters of all assigned contracts. Participate on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs. Conduct briefings and prepare comprehensive reports to keep management advised of project plans and progress and to communicate findings and recommendations. You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Working with a wide range of procurement regulations, project management, and contracting principles, to be able to develop and implement technical aspects of initiatives and programs such as:
participating on source selection teams, task groups, and technical evaluation teams regarding specific technical aspects of customer programs; Accomplishment working with cost estimating methodologies and cost analysis, contracting terms and conditions, unique or complex technical specifications, and the ability to develop and defend these cost estimates. Your experience should also include comprehension of business practices to assist in reaching the Service's business goals. Oral and written communication skills in order to prepare or present reports regarding the status of projects. Ability to gather, assemble and analyze information to draw logical conclusions regarding technical information.-The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
