POSITION SUMMARY
Join us in transforming the future of technology. Northrop Grumman Information Systems is seeking an Application Architect 4 to provide technical expertise across the lifecycle of enterprise-level IRS and other Civil Federal systems from concept development to system architectures, design and definition of complex new or extended information systems. The qualified applicant will become part of Northrop Grumman's Submission Processing Management Center of Excellence in Hyattsville MD.
The Center develops and deploys advanced, high-volume systems to receive and process electronic and paper forms and related data from corporate, government, and citizen communities. Initial efforts will focus on Affordable Care Act (ACA)-connected information returns and reports from employers, insurers, HHS, and state exchanges. Related work will encompass modernization of similar enterprise-level submission processing systems.
This exciting work also includes leadership of system specification development, product evaluations, decision analysis, transition and operations planning. A major resource will be Northrop Grumman's Java-based InFlowSuite(TM) (COTS), an innovative Submission Management Framework, the platform of choice for several major government operations.

Consult with senior customer management on strategic challenges and responsive IT directions
Collaborate with senior customer and Northrop Grumman technical staff on definition of system architecture, development, and integration plans, as well as resolution of complex issues
Assess gaps between current performance/status and client-defined goals and objectives
Define high-level CONOPS/transition strategy for transformation, consistent with client System Development Life Cycle(SDLC)
Define target architecture consistent with related Enterprise Architecture (EA) frameworks
Prepare and deliver white paper(s) and briefing(s) for internal and client management to communicate a practical and responsive transformation strategy
Prepare and present system documentation, management and technical reviews at all levels
Define and lead innovative prototype, internal research and development, and demonstration projects
Support the development of technical proposals, engineering plans, and schedules
Collaborate with other program functional areas regarding requirements development, allocation and translation into software specifications
Support definition of life-cycle cost estimates
Other duties may include conducting trade studies, evaluating alternative architectures, and consultation with system development teams
BASIC
Qualifications:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
Bachelors or higher degree in a relevant technical field
10 years' enterprise systems architecture and engineering experience
10 years' business/technology integration experience
Demonstrated, exceptional written and verbal skills and interpersonal effectiveness; ability to think on your feet, conceptualize and convey complex technical solutions to non-technical / management clients (one-on-one and in large audience presentations).
Mastery of SDLC processes and documentation; standard office automation tools
Ability to obtain IRS MBI security clearance
PREFERRED
Qualifications:
Candidates with these desired qualifications will be given preferential consideration:
5 years' experience supporting Federal or State-level operations
5 years' enterprise-level portal architecture experience
Fluency in Federal Enterprise Architecture standards
Comprehensive knowledge of IRS
