WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO?
As a Project/Program Manager you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.

Meet with managers and executives within the Service to define the overall goals and objectives of the project.
Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Plan, coordinate and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
Establish a system to review, control, and report on project status; Monitor project status and adjust work plans for project accomplishment.
Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.

BASIC REQUIREMENTS GS-13 Level:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 12 grade level in the Federal service. Specialized experience for this position includes: must be sufficient to demonstrate an expert knowledge and accomplishment of computer project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate a comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service''s program affected by the assigned project or study, knowledge of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service, and the ability to communicate effectively both orally and in writing.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above specialized experience, you must have specialized experience in using financial and procurement systems including running & interpreting reports; Utilize budgeting methods and techniques to prepare analyses and estimate resource needs; Broad knowledge of budgetary concepts and procedures to effectively monitor program effectiveness and recommend financially sound operational changes; Knowledge of the mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Oral communication techniques sufficient to present findings and deliver briefings, recommendations, negotiate solutions; Written communication techniques to prepare project papers, staff reports, manuals, and directives.
